Dear Mr. Chairman:
Thank you for your letter of March 6, 1975 concerning the
designation of Mr. John K. Swearingen of the Rules Committee
staff as custodian of the material which this Agency delivered during
the investigation of the Select Committee on Presidential Campaign.
Activities.
Much of the information involved is extremely sensitive, and
an understanding concerning its utilization consistent with my
statutory responsibility for protecting intelligence sources and
methods was .reached with Senator Baker when the material was
turned over to him.

Mr. Swearingen has been in contact with
Legislative Counsel staff and I do believe the most sa is iac ory procedure
for assuring the appropriate handling of the material would result
.from their joint review of the material and confirming the procedures
arrived at in a subsequent letter. We will institute this arrangement
immediately on the assumption that it will be satisfactory to you.
In furtherance of your request, we have asked the Office of the
Secretary of Defense, Legislative Liaison, to update Mr. Swearingen's
security clearances on an expedite basis.
