The Ad Hoc Group met at 1015 hours in the DCI Conference Room. %-that a letter is to be sent to Senator Church today l proposing ljcer- tain security ground rules. Further, in connection with ther- appendices assigned for drafting, the DCI was desirous of having as many as possible completed by midweek. e y clearances for the staff. FBI would perform comprehensive s personnel in- vestigations and report to the Chairman of the Congressional Committee. /Based on "clearability" criteria e ?~ Senator Church would determine who on the staff should be cleared../ The clearances will be administered through the estab- lished procedures including those of a special compartmented nature. Senator Church will be encouraged to apply a strict need-to-know criteria for any compartmented clearances. 4. Copies of the Security paper, prepared by the Security Committee of USIB, and proposed for transmittal to the Church Committee were distributed and comments solicited. There followed a status report on Appendix A thru L, the drafter's responsibility for coordinating was reaffirmed. It should be noted that there is no Appendix ' I in the current listing. Following is the status reported: A. The Nature and Purpose of Intelligence - CIA (Completed and ready for transmittal. ) B. The Intelligence Process - DIA (Copies distrib r comments. These to be provided to r n I C. Mission and Functions - ICS (Individual agencies furnished their portions of draft d statements. Comments to be provided to IDS 143-4086. ) D. Intelligence Community Oversight and DCI Role - (Being coordinated with' NS Staff. ICS Will be circulated. ) E.
