Meeting of the Ad Hoc Group of USIA on
Congressional investigations
1. 31 January I attended a meeting chaired by
which was attended by all IJSIB representatives.
The Beating dealt with the Congressional inquiry an the
Intelligence Coe unity and a number of items were discussed
and some assignments made. An agenda is attached.
The first matter discussed was security. Mr.

25X1A announced that the Committee Chairman, Senator Church,
ha ca led the - I to ask then to conduct full field invosti-
"ations on the staff. It is unclear as to who will certify
clearances for TOP SECRET. It Is anticipated that arrange-
ments will have to be made for cysarancas for staff personnel
in the compartmented area. It was agreed that Secrecy Agree-
meuts should be signed and no decision has been made as to
this particular problem. Other security problems discussed
vitbont decision were transcripts of hearings, sanitization
procedures, technical surveillance, docent. accountability,

that the Chairman of the Security Committee look into these
matters, along with the Director of Security,- CIA.

series of annexes designed to educate the group on intelli-
gence and see as a definition base for certain. intelli-

a. The IC Staff is to write an annex on the
anomalies in the laws governing intelligence.
b. The FBI was requested to prepare the
annex on counterintelligence,. to include a di.s-

C. DIA was assigned responsibility for an.
annex on the intelligence process.-
d. CIA was assigned responsibility for the
intelligence and secrecy annex.
e. The IC Staff was assigned the task of
developing an annex, relating to oversight of the
intelligence activities, i.e., 40 Committee, PFIAB,
Congress, etc.
f. The IC Staff was to pull together a chronol-
ogy of all the previous reviews of intelligence
activities, including activities of the Murphy Con-
mission to date. -
4. It was agreed that drafts of these annexes should
be prepared and a meeting will be hold at 10 a.m. next Friday,.
7 February.
S. I plan to discuss the matter with the DDS., but
there Is some slight-problem in connection with the relation-
ship between the Chairman of the Security Committee and, the
Office of. Security, CIA. It is very doubtful that the Security
Committee either has-the information or the capability of
producing much of the required information. This task will
undoubtedly fall on the Special Security Center. I an to
