SUBJECT : Comments on H. R. 9853
1. I have reviewed the proposed reply to Congressman
Hebert's inquiry regarding H. R. 9853 and find it consistent
with our cooperative, yet secure, role in regard to Congressional
inquiries of this sort.
2. I might suggest, howeve:r, that the first paragraph on
page three, which begins It appears, 11 should have the following
substituted for those two words: "We assume. 11 This would
provide a suitable "hedge" for the A.gency should content of reports
ultimately become involved in the Commission's studies.
