Approved For Release 2000/09/14: CIA-RDP83B00823R000800130042-0 20 August 1976 MEMORANDUM FOR: Deputy Director of Security (PTOS) THROUGH Chief, Physical Security Division 25X1A FROM Chief, Headquarters Security Branch SUBJECT Delayed Opening of Certain Headquarters Entrances 1. Reference is made to previous discussions regarding this matter. The Federal Protective Service Union has ruled that when officers report to work, they should be paid for the time required to draw their weapon from the arms room before going to their assignment. The General Services Administration cannot afford to pay overtime to these offi- cers for the 10 or 15 minutes required to draw a weapon. They have requested that the officer be allowed to draw his weapon during the first 10 minutes of his eight hour tour. 2. This directly affects those Headquarters entrances and gates which open at 0700 hours. It naturally does not affect 24 hour posts. This action would require that the entrances normally opened at 0700 hours would be opened 10 to 15 minutes later. An attempt at negotiations with Federal Protective Service officials and the Union to change shift hours to an earlier time met with negative results. 25X1A 3. has insured that the Parkway Gate, the 193 Gate, and the Front Entrance will not be affected by this action and will open as usual at 0700 hours. This will be accomplished through the utilization of extra shift offi- cers. We have been requested, however, to allow a 10 to 15 minute delay in the opening of the following posts: North- west Entrance, Southwest Entrance, Bus Stop Tunnel Entrance, and the North Cafeteria Entrance. 4. It should be noted that some officers will ignore the union ruling and report to work early to draw their weapons, and a post would therefore be opened at 7:00 a.m. A spot survey was conducted on 19 August 1976 and the traffic at these posts is very slight at 7:00 a.m. To delay an open- ing for 10 minutes would not seriously inconvenience anyone as a 24 hour post is located in the close proximity of all affected posts.
