The mission of the National Intelligence Officer for Warning is to advise
and assist the Director and Deputy Director of Central Intelligence on all
matters relating to warning. As such he serves as the principle staff officer
to the DCI on warning related matters. In addition, he will support the
Deputy Director of Central Intelligence and the National Foreign Intelligence
Board on warning matters. The National Intelligence Officer for Warning will
be assisted by a National Warning Staff.
The National Intelligence Officer for Warning will oversee the
production, analysis, and dissemination of intelligence from all sources
which might provide warning. In particular he should be alert to
alternative interpretations and outcomes, assess these with a view to the
need for issuance of warning, and insure they are given adequate hearing
by the Community. He will encourage and facilitate consultation and
substantive discussions within the Community on information of warning
significance. In the conduct of these substantive duties, the National
Intelligence Officer for Warning will advise the Chairman, National
Intelligence Council, DCI Watch Committee, and DCI Intelligence Producer
Council and oversee the warning activities of the NIO's on appropriate
Community responses to short-, mid-, and long-term warning situations.
The National Intelligence Officer for Warning will recommend to the
Director of Intelligence the issuance of warning to the President and
National Security Council, and will ensure the dissemination of such
warning within and by the organizations of the Intelligence Community.
When time is of the essence, the National Intelligence Officer may issue
such warning directly to the President and the National Security Council,

with concurrent dissemination to the Director and Deputy Director of
Central Intelligence and senior officers of the Intelligence Community.
In addition, the National Intelligence Officer for Warning may alert
selected government and Community officers to possible developments whose
likelihood of occurrence is not fully determined.
The National Intelligence Officer for Warning contributes to the
enhancement of Community warning performance by arranging for substantive
intelligence research and production on warning topics, by supporting
improvements in methodologies and procedures for warning, by developing a
consciousness of warning requirements, by promoting improved analyst
training in indications and warning techniques as well as other analytic
techniques that might contribute to improved warning, and by insuring a
repository of data and materials, to include but not limited to raw
intelligence reporting 1indicator lists, intelligence literature and post

successes or failures is maintained.
The National Intelligence Officer for Warning will monitor research
and developments in other fields, such as automated data processing and
communications which have a potential for improving the ability of the
Director of Central Intelligence or the organizations of the Community to
produce and disseminate warning. He will advise the Director,
Intelligence Community Staff and the Chairman of the Collection
Requirements Committees, as appropriate on warning activities that relate
to their responsibilities. He will chair the Warning Working Group who
will assist him in the coordination of Community warning activities.
