SUBJECT: Warning Working Group Meeting

1. The Warning Working Group met at 1315 on 26 June 1980 in
room 6E60, CIA Headquarters. In attendance were:

2. The first item of business was the draft SOP for the NOIWON.
NSA requested some minor changes which, after discussion, were accepted
by the group. The A/NIO/W will incorporate the language submitted by
NSA and send the SOP to Walter Elder for final NFIB action.
3. I presented a plan whereby RMS would solicit
advice from the WWG on I&W budgetary matters. His thoughts were
received with enthusiasm, and the group agreed to serve in an advisory
capacity. was invited to sit as a member of the WWG or to
provide a representative to attend meetings in his place.
4. Mr. Martin advised the group that the NFAC guidelines on forms
of interagency intelligence production, recently distributed to NFIB
principals, used an old, outdated description of Alert Memoranda. He
requested that the NFAC guidelines be updated. The A/NIO/W agreed to
