MARYLAND 20755 Serial: V/214/80 29 May 1980 MEMORANDUM FOR THE DIRECTOR, NATIONAL FOREIGN ASSESSMENT CENTER ATTN: ASSISTANT NATIONAL INTELLIGENCE OFFICER FOR WARNING SUBJECT: Community Operating Procedures for the NOIWON (C) 1. (C) We have reviewed the subject procedures forwarded under your memorandum of 21 April 1980, NFAC 2825/80 and find them generally acceptable. 2. (C) While we fully support efforts to improve the NOIWON and to remove unnecessary inhibitions on the exchange of information between NOIWON participants, we are concerned over the protection afforded to GAMMA ORCON information. 3. (C) We believe that procedures must be specified to insure strict control, over access to such information. For example, ORCON requires authorization by the originator of the information if it is disseminated further. Therefore, the information should be released only to previous recipient agencies; or authorization for expanded distribution should be obtained case-by-case. Otherwise, the purpose of ORCON is completely negated, i.e., the originators have no control over dissemination of sensitive information which they are charged to protect. 4. (C) Further, we believe that recording of GAMMA ORCON material should be subject to specific restraints. For example, recordings should be immediately transcribed, appropriately classified,caveated and controlled, and recordings obliterated. 5. (C) The above procedures may appear restrictive; but in the case of GAMMA ORCON, we believe that the protection. of sensitive sources and methods must be paramount. P. W.
