MEMORANDUM FOR: OA&E ELINT Exploitation Working Group Members

SUBJECT: ELINT Exploitation Planning Conference
1. This memorandum provides initial background data for the ELINT
Exploitation Planning Conference being held on Monday, 14
December 1981, and Tuesday, 15 December 1981. facility
has been reserved for our use. accommodates 18 individuals for
overnight billeting. Basic attendance at the conference will include
Working Group principals, representatives from selective S&T Centers and
Intelligence Community Staff officers.

3. Quarters assignments will be provided upon your arrival at

you. Agency employees attending the conference should adhere to normal
procedures and phone number in dealing with the Security Office.
Additional telephone procedures will be explained to you when you arrive;
however, you will be able to place outgoing personal and official calls at
any time.
6. Finally, for those of you flying, a charter flight, through a DoD
contract, has been secured. The following information is provided:

? For the conferees that are not spending the night, the
return flight on 14 December will depart 0 AT 1515;
however, we are presently attempting to arrange for a later
departure time. (See Attachment 2.)
? For the conferees arriving on 15 December, you should
report to O NLT 0800 for an 0830 departure 0.
? The return flight for all conferees on 15 December will
depart 0 circa 1730 with an approximate arrival at
National Airport at 1830.
