SUBJECT: Routing of NSC Special Coordination Committee/
Counterintelligence Correspondence
1. Executive Order (E.O.) 12036 gives the National Security
Council Special Coordination Committee ,C
( C) a new responsibility
--development of national foreign counterintelligence (FCI) policy.
The Intelligence Community Staff (ICS) h(:ds in the past provided staff
support to the DCI for FCI policy development, FCI national assess-
ment and FCI community studies. To enable the Resource Management
Staff (RMS) to continue to provide staff support to the DCI on
community FCI matters, it is requested that the RMS receive copies
of all SCC correspondence relating to FCI, either as an action
addressee if FCI community aspects are paramount, or as an infor-
mation addressee if CIA/FCI aspects are paramount. The D/DCI/CT
and the DDO are in agreement.
2. Such routing will also permit RMS to better translate
SCC/CI policy guidance to DCI FCI resource management. Community
FCI resources are now all in the NFIP as a result of ICS policy
stimulation. E.O. 12036 does not give national FCI budgetary
responsibility to the SCC/CI. Instead, this is deliberately left
to the DCI as part of his total NFIP budgetary responsibility.
3. Action Requested: Route to RMS copies of all SCC corre-
spondence relating to FCI, either as an action addressee if FCI
community aspects are paramount, or as an information addressee if
CIA/FCI aspects are paramount.
