COMUSFJ understand the local requirements and sensitivities and will provide
to the Center Commander adequate direction to ensure that all our interests
are accommodated. Case-by-case approval in Washington of all briefings by
the Center, as is being proposed by the COMIREX working group, is unnecessarily
cumbersome, since the Center only can brief substance gained from the
materials we authorize them to use, and only to those Japanese senior
officials for whom we authorize access.
3. (U) I would appreciate your consideration of this matter. I am sure
that, together, we can work out a way to control the joint center without
the complex structure now being proposed.
SUBJECT: SUDDEN WIND (U)
1. (C) DIA has been working with COMIREX to provide guidelines for the
use of imagery in the SUDDEN WIND project. After several drafts and many
weeks, a complex system for the operation of the joint center has been
developed. I believe a more simple arrangement is required.
2. (C) In view of the modest size and limited military production nature
of the approved project, the Washington Steering Group should be able to
provide all the guidance from Washington that the Center will need.
