D. C. 20505 Attachment to NFIB-9.10/18 26 June 1981 MEfvIORANDUM FOR NATIONAL FOREIGN INTELLIGENCE BOARD SUBJECT: Expiration of the DCI's Committee on Compartmentation 1. Effective 24 June 1981, is designated as Special Assistant to the DCI for ompar en ation and Committee on Co artmentation (COCOMP) vice reassigned. 2. I have instructedl as follows: The Committee on Compartmentation, et al., are to be terminated by 31 July 1981. Work in progress under the aegis of the committee is to be completed if possible. That which cannot be completed by 31 July and that which is ongoing will be formally transferred to appropriate organizations: -- Completion of the Central Access Registry (4C) as a service of common concern will be under the cognizance of the CIA Deputy Director for Administration and the CIA Director of Security. -- Other facets of the COCOMP effort that require work beyond 31 July will be transferred to the relevant continuing DCI Committee(s). -- Chairman, Security Committee, will assume responsibility for records of the discontinued organizations, which will be retired to the CIA Records Center. 3. The expiration of COCOMP is a milestone in the continuing community effort to rationalize protection for, and effective use of, Sensitive Compartmented Information. The past three years or more have involved much work by a significant number of people throughout the community. Many views and interests have been expressed, weighed and compared. I believe that this effort has laid the groundwork for the further development of SCI policy and procedures which should endure for years to come.
