Halenbeck's (D/PAO) office at 2:45 pm on 15 December 1980 to review the prospectus (Iteration #4) for a PAO "Outputs Census." 25X1 2.1 said that he believed the methodological issues were basically the same as those which had been noted in the 10 June 1980 study plan: a. Defining what, for the purposes of the study, constitutes an intelligence "output", and b. Determining the organizational specificity (level) to be assigned supply and consumption nodes in the network to be analyzed. 3. It was agreed that the definition of "outputs" should be kept comprehensive, as stated in the prospectus to include all printed and photographic materials, from brief information reports to thick studies, whatever the form of dissemination. Briefings will also be addressed, but treated separately. Concerning nodal specificity, it was agreed to seek data to at least the third organizational tier (e.g., CIA-NFAC-OER, or DIA-DB-DB-3), and in some cases, the fourth. 25X1 4.
