25X1 FROM:
SUBJECT: Minutes of PAO Review of "Outputs Census" Prospectus
25X1 1. 0(AD/PAO), (PAO), I (DSG) and
25X1
(PAO) met in A. Halenbeck's (D/PAO) office at 2:45 pm on 15 December 1980 to
review the prospectus (Iteration #4) for a PAO "Outputs Census."
25X1 2.1 said that he believed the methodological issues were
basically the same as those which had been noted in the 10 June 1980 study
plan:
a. Defining what, for the purposes of the study, constitutes an
intelligence "output", and
b. Determining the organizational specificity (level) to be
assigned supply and consumption nodes in the network to be
analyzed.
3. It was agreed that the definition of "outputs" should be kept
comprehensive, as stated in the prospectus to include all printed and
photographic materials, from brief information reports to thick studies,
whatever the form of dissemination. Briefings will also be addressed, but
treated separately. Concerning nodal specificity, it was agreed to seek data
to at least the third organizational tier (e.g., CIA-NFAC-OER, or DIA-DB-DB-3),
and in some cases, the fourth.
25X1 4. I I stressed the importance of being able to identify the
geotopica orien ation of intelligence flows, to support such efforts as the
"Third World" study. Everyone agreed that whis was indeed one of the most
important characteristics to be sought, but both held
reservations about how thoroughly it would turn out to have been recorded in
25X1 various program data bases. observed that regional orientation
would, in many cases, fall out rom knowing the organization origin (because
many suppliers are organized along regional lines at the division or branch
levels). While it was agreed that geotopical characterizations would be
diligently sought, it was recognized that our ability to do this would
ultimately depend on what we found in the program data bases.

stressed the need to initiate program contact as soon

wo approaches were discussed: the first was starting with
evel contacts to broach the idea of the study and build early

second starting with a "diplomatic" invitation from to the p

managers requesting they designate points of contact. It was decided t

both: initiate informal contacts where that was feasible (i.e.,

consideration.
