of questions concerning his data and I an
assured that the critical items in this
report are firm.

will show to you which request action on.

this report will only go to USIB Principals.
State and DDO might feel that even that is
too liberal because of their traditional
inclination to hold data closel . There-
fore, I think that you and and SSTATINT

general i cusslon on how the report
should be released, if at all. The
message is sound, however, and a good
one and possibly needs saying once more.
I think we should try to get it to at
least the NFIB Principals, perhaps even
inviting a discussion of the issue at an
