SUBJECT: Meeting tomorrow to discuss NFIB and PRC(I) agendas

1. When the RMS office directors and I meet with you tomorrow
morning to discuss the NFIB and PRC(I) meetings on the FY 31-84 NFIP
that are scheduled for next Thursday, we intend to propos
of action and solicit your concurrence or other guidance. 25X1
2. Although both meetings will take place on the same day and
have been called to consider the same subject, we think the focus
should be slightly different. At NFIB, when you meet with the program
managers, you will want to let them know where we stand in the process,
what remains for you and for them to do, and what they can expect at
the end of program review in the way of decisions. You will also want
to solicit their advice on a subset of carefully selected issues as
well as listen to any comments they might have on the other issues 25X1
that you will consider which are not formally on the agenda. Assuming
that the PRC(I) meeting takes place in advance of NFIB, you will pr -
ably also want to give them a little of the flavor of that meeting. 1 :1
3. At the PRC(I) meeting the focus should probably be less on pro,,
cess, and more on consumer needs relative to the small subset of issues.
You will also want to spend some time discussing the position you took
in the letter to the President on the OMB guidance level. The PRC(I)
will be a friendly group and one where you are likely to elicit the
sort of support that mig t impress either Jim McIntyre or John White,
whoever attends for OMB.1 -1
4. At our meeting tomorrow I am going to aski -1 Director 25X1
of the Program and Budget Office, to outline for you the process:
where we stand and what remaint. to be done. Either you or I can make
these points at the NFIB meeting on Thursday. Walt Elder, the Acting
Director of the Community and Legislative Liaison Office, will give you
a little background on how we think the NFIB and PRC(I) meetings should 25X1

5. Of all the issues we have raised during this program review
we think there are three that are appropriate for discussion at the
NFIB meeting. I will ask Director of the Policy Guidance
Office, t ine for you the issues related to survivability of NRP
systems. Director of the Program Assessment Office, is
prepared to discuss future ELINT configuration, and the various
alternatives you might consider; and Director of the 2 5X1
Information Resources Office, will discuss the-portion of the imagery
exploitation issue related to IDEX. I can speak about imagery and its
exploitation in a more general way. I do not expect the discussion of
each issue to last more than five minutes. The purpose is to acquaint
you with some of the points that are likely to come up during the NFIB
discussion, and to allow you to raise some questions that you would
like us to address when preparing your talking points on each of the 25X1
subjects. At the PRC(I) meeting, I propose that. we raise the surviv-
ability and ELINT issues but not deal with imagery exploitation becau
it is more technical and of less interest to those at Cabinet level.
6. I believe you are thoroughly familiar with the arguments that
we made in defense of a higher guidance level from OMB and can discuss
that subject quite comfortably with either group. As part of the
background papers for both etings we intend to circulate your letter
to the President.
7. We plan to issue as much of the background material for these
meetings as far in advance as possible. After the meeting tomorrow
when we have-gotten your decision on how to proceed, we will circulate
the agendas and the issue papers that are complete. By Monday we expect
to have finished u whatever remains and will distribute the rest of the
material.
8. For your information I have enclosed two other papers in this
package that you might care to review before our meeting tomorrow
morning: one is an update of the memo I sent you two weeks ago on the
process of program review, and the other explains the rationale behind
our proposal to include a narrowed guidance range in the decision letters
which you will send to program managers. If you hav any questions on 25X1
either of these papers we can discuss them as well. I _J
