SUBJECT: Data for PRC(I) Support
1. You may find the data in the attached charts to be
helpful in support of upcoming PRC(I) deliberations.
2. A word of caution: as you know, one should not
assume a direct relationship between resource'allocation
and requirements or priorities. As your Data Support
Group stated accurately in its CIRIS publication dated August
1977, comparisons of resource allocations to priorities must
be treated with reserve because of the many factors which
influence the expense, adequacy, timeliness, and completeness
of intelligence efforts; i.e., one must bear in mind that
magnitude of resource allocation is not a measure of
satisfaction achieved.
