1. In October you suggested a PRC(I) meeting on the imagery
mix proposal that I am including in my budget formulation. I'd be
happy to have such a meeting and keep the PRC members informed on
this. In addition, I think it would be useful if I expanded that
meeting to discuss the overall intelligence budget for FY 79. I
would not propose to engage the PRC or take their time in a debate
or discussion of the individual issues in the budget or their priorities.
I would suggest instead that I present:

emphasizes and includes within fiscal guidance; and
c. A brief description of what the budget does
not include within fiscal guidance.
2. I would appreciate if we could call a meeting of the PRC for
this purpose during the week of 21 November.

SUBJECT: Imaging System Matrices and Associated
Decisions
After reviewing your recent correspondence on this subject, I am
persuaded that the decisions to be made could have far-reaching
consequences for our ability to satisfy SALT II, and other arms
control initiatives, as'well as an extremely broad range of other
intelligence requirements. Therefore, I would appreciate your
including this topic as an agenda item for an intelligence require-
ments PRC meeting to be convened in the very near future.
I believe the President would be best served by the considered
judgment of this important subject by the principal consumers of
intelligence derived from imaging systems before final decisions
are reached.
