SUBJECT : Your Appearance Before the Senate Appropriations Committee
Subcommittee on Defense on 24 April 1981 Re: Key Issues
1. As you are aware, Members and staff of the Senate Appropriations
Subcommittee on Defense will visit Headquarters tomorrow, 24 April, for a
briefing on key intelligence issues. You are scheduled to lead off the
briefing at 0900 hours in the DCI Conference Room, followed by John McMahon,
Director, National Foreign Assessment Center, and representatives of the
National Intelligence Council. A complete list of those Agency personnel
who will be attending on Friday is attached for your information.
2. At this point, it appears that only Subcommittee Chairman Ted Stevens
(R., AK), and Subcommittee Members Warren Rudman (R., NH), and Mark Andrews
(R., ND) will attend. Subcommittee staff members Fred Rhodes (Minority),
Pete Bonner and Dwight Dyer, who is replacing Bonner for the Majority, will
also be present. From what we have learned from the staff, the Subcommittee
Members have no particular interests on which they wish us to focus. They
have requested this session primarily for background purposes and consequently
no questions have been prepared by their staffs.
3. Also attached for your use is a complete list of the Subcommittee
Membership. If we learn that any other Members will be attending or any
other details, we will inform you.

Senator Ted Stevens has been a Member of
Congress since December 1968. He is the
current Chairman of the Senate Appropriations
Defense Subcommittee. Senator Stevens also
serves on the Commerce, Science, and Trans-
portation Committee; the Governmental Affairs
Committee; and is the Assistant Majority Leader
of the Senate. Senator Stevens was the Senate
Minority Whip in the 96th Congress.

visited the Middle East area, and at the
beginning of this year, he again traveled to the People's Republic of China.
Senator Stevens has shown particular interest in off-shore fishing and has
from time to time requested substantive intelligence briefings from Agency
personnel on Soviet and Korean fishing fleets off the shore of Alaska.
During a briefing of the Defense Subcommittee in 1979, Senator Stevens
expressed his concern over the problems facing CIA relating to disclosure
statutes. He has also attended other briefings given by Agency personnel on
such subjects as the FY81 CIA Program budget and the geopolitics of oil.
Senator Stevens attended Oregon State College and Montana State College
and holds a B.A. from the University of California and an LL.B. from Harvard
Law School. He served in the U.S. Army Air Corps during World War II. He
practiced law in the early 1950s and 1960s and was an assistant to the
Secretary of the Interior from 1958 to 1960. Senator Stevens served in the
Alaska House of Representatives from 1964 to 1968.
Senator Stevens has had frequent contact
with the Agency over the years. In the early
1970s, he attended a breakfast briefing at
Headquarters, hosted by the Director, along
with several other Senators. He traveled to
Beijing as a Member of a Presidential delega-

Lowell P. WEICKER, Jr.
Greenwich, Connecticut
Senator Lowell Weicker has been a Member
of Congress since January 1971. He currently
serves on the Senate Energy and Natural
Resources Committee, the Labor and Human
Resources Committee and the Appropriations
Committee, where he is a Member of the
Subcommittee on Defense. Senator Weicker is
Chairman of the Senate Select Committee on
Small Business for the 97th Congress.
Senator Weicker was a Member of the former
Church Committee.
CIA has had continuing contact with the
Senator and his staff over the years and we
have handled many constituent inquiries for
him. He met with former DCI Turner in 1977
and 1978 regarding Korean CIA activities in
the U.S. At that time he also reviewed
documents from CIA files which contained
references to possible Senatorial contacts with South Korean government
officials.
Senator Weicker holds a B.A. from Yale University and his LL.B. from
the University of Virgina. He served with the U.S. Army during the Korean
War and then later as a Captain in the U.S. Army Reserve. In the early
1960's he served as a Member of the Connecticut General Assembly. In 1965 he
worked as a legislative consultant with the Connecticut Transportation
Authority. He was Secretary to the Connecticut Tax Study Commission during
1966-1967.

Senator Weicker is Episcopalian. He is married and has two children.

Senator Jake Garn has been a Member
of Congress since 1974. He currently serves
as Chairman of the Senate Banking, Housing
and Urban Affairs Committee and is also a
Member of the Select Committee on Intelligence
(SSCI) and the Appropriations Committee,
where he serves on the Subcommittee on Defense.
As a Member of the SSCI, Senator Garn is
concerned that unreasonable restrictions have
been placed on intelligence and that conse-
quently intelligence agencies are unable to
do their jobs. Senator Garn has received
various substantive intelligence briefings;
on one occasion he disagreed with CIA's
assessment of the Rhodesia situation. In
response to a letter from the Senator earlier
this year regarding the need for accuracy

in the annual National Intelligence Estimate on "Soviet Capabilities for
Strategic Nuclear Conflict," DCI Casey assured him that the methodologies used
in the formulation of the NIEs are being critically reviewed. The Senator is

Senator Garn holds a B.S. from the University of Utah. He served in
the U.S. Navy from 1956 to 1960 and later as a Lieutenant Colonel in the Utah
Air National Guard. He was Commissioner of Salt Lake City from 1968 to 1972.
He then served as the City's Mayor until 1974. From 1971 to 1974, he also
served as a member of the Board of Directors of the National League of Cities.

Senator Garn is a member of the Church of Jesus Christ of Latter-Day

James McClure has been a Member of the
Senate since 1973. He previously served in
the U.S. House of Representatives from 1967
until his election to the Senate. He is
Chairman of the Senate Energy and Natural
Resources Committee and also serves on the
Rules and Administration Committee and the
Appropriations Committee, where he is a Member
of the Subcommittee on Defense.
Senator McClure has received several
substantive intelligence briefings from CIA
personnel over the years. His Energy and
Natural Resources Committee was briefed earlier
this year by analysts from the National Foreign
Republican
Assessment Center on the world petroleum outlook for 1981. He has shown a keen
interest in intelligence matters; he feels there is an international conspiracy
driven either by Soviet intelligence or communist political factions. He is
well versed on OPEC matters and Soviet intentions in the Middle East. Senator
McClure is characterized as a conservative. He strongly supports nuclear
power. He favors deregulation and minimum restraint on private enterprise in
energy matters. In 1978, he provided a crucial vote in favor of compromise on
former President Carter's energy bill in exchange for support of a $417 million
energy research project in his State.
Background and Personal Data
Senator McClure received his J.D. from the University of Idaho. He
served with the U.S. Navy during World War II. He was an Idaho State Senator
from 1960 to 1966; during 1965-66 he was Assistant Majority Leader.
Senator McClure is married and has three children. He is Methodist.
The Senator is 56 years old.

Senator Harrison Schmitt has served
in-the Senate since January 1977. He currently
serves on the Senate Select Committee on
Intelligence (SSCI), where he is Chairman of
the Subcommittee on Intelligence and the Rights
of Americans; the Banking, Housing and Urban
Affairs Committee; the Commerce, Science and
Transportation Committee; and is a Member of
the Appropriations Subcommittee on Defense.
Senator Schmitt has been described as a
bright activist with a broad range of inter-
ests. In our few contacts with him, he has
appeared well disposed towards the Intelli-
gence community. In 19// he was brieted on the
status of Soviet development of LANDSAT satel-
lites and attended a breakfast with former DCI
Turner, hosted by Senator Chafee, at which time
he expressed interest in visiting the Agency
for breakfast sessions. We have had minimal
contact with the Senator over the past year.
Republican
During 1977-78, Senator Schmitt served as the Vice Chairman of the Morgan-
Schmitt Subcommittee of the Senate Select Committee on Ethics investigating
possible unauthorized disclosure of intelligence information by Members or
staff of the Senate. He is one of the several cosponsors of the pending
Identities legislation.
Senator Schmitt holds a B.S. from the California Institute of Tech-
nology and a Ph.D. (Geology) from Harvard University. He also studied at
the University of Oslo. He was the backup lunar module pilot for Apollo 17
in 1972 and spent over 22 hours on the moon's surface. He received the NASA
Distinguished Service Award and the Arthur S. Fleming Award in 1973.

Senator Mark Andrews succeeded former
Republican Senator Milton Young, who retired at
the end of the 96th Congress. Although new to
the Senate for the 97th Congress, Senator
Andrews previously served in the U.S. House
of Representatives (1963-1981). He currently
serves on the Senate Agriculture, Nutrition and
Forestry Committee, the Budget Committee, the
Select Committee on Indian Affairs and the
Appropriations Committee, where he is a
Member of the Subcommittee on Defense.
CIA has had very limited contact with
Senator Andrews. Most of our dealings over the
years have focused on constituent inquiries.
While a Member of the House, Senator Andrews
established a solid reputation as a farmer's
advocate. With a background in farming himself
he used his Membership on the House Appropria-

tions Committee to apply consistent leverage in the Congress to support the
farming interests of his State. When former President Carter sought to cut
back funding for the controversial Garrison Water Development Project in
North Dakota in 1977 he complained that it was "under attack by radical
environmentalists" and warned that "Carter and company better not show up in
this area." Despite the militance of his public works rhetoric, however,
Senator Andrews is a temperate Republican on most issues. Senator Andrews is
one of several cosponsors of S. 391, the Senate version of the pending
Identities Bill.
Senator Andrews holds a B.S. from North Dakota State University.
He attended the U.S. Military Academy from 1944 to 1946 and served in the
U.S. Army during World War II. He embarked on his political career in
the late 1950's when he became North Dakota's Republican National Committee-
man (1958-1962). He was the unsuccessful Republican candidate for the
Governorship of North Dakota in 1962.

Senator Andrews is Episcopalian. He is married and has three children.

Senator Robert Kasten, a Freshman Senator,
previously served in the U.S. House of Repre-
sentatives from 1974 to 1978. He currently
serves on the Senate Budget Committee, the
Commerce, Science and Transportation Committee,
the Veterans' Affairs Committee and the Appro-
priations Committee, where he is a Member of
the Subcommittee on Defense. An aggressive and
determined young politician, he compiled a
solid conservative record during his four year
political career in the U.S. House of Represen-
tatives. While in the House he was a Member of
the Intelligence Committee. In 1976 he
played an important role in legislation to end
the Federal monopoly over the production of
enriched uranium. After first casting the
deciding vote in favor of an amendment which
would have allowed private industry to enter

the field, he switched and cast his vote the other way. As a Member of the
House he voted against raising Social Security taxes, against increasing the
minimum wage and against a crude oil tax. He voted for strip mining controls
and supported expanding the Appalachian Trail.
CIA's contact with Senator Kasten (even while he was a Member of the
House Intelligence Committee) has been limited. Senator Kasten is one of
several cosponsors of the Senate version of the pending Identities legislation.
Senator Kasten holds a B.A. from the University of Arizona and his
M.B.A. from Columbia University. He served with the U.S. Air Force during
1967 and the Wisconsin Air National Guard from 1967 to 1972. Prior to
embarking on his political career, he worked as a shoe company executive.
From 1972 to 1974 he served as a Member of the Wisconsin State Senate. He
relinquished his seat in the U.S. House of Representatives in 1978 to run for
Governor of the State of Wisconsin, but was unsuccessful in his hid for that
position.
Personal Data
Senator Kasten is Episcopalian. He is a bachelor. The Senator is 38
years old.

Senator Alfonse D'Amato succeeded former
Republican Senator Jacob Javits in a hotly
contested campaign last November. After
defeating Javits in the primary, he went on
to defeat Democratic Representative Elizabeth
Holtzman. He currently serves on the Senate
Banking, Housing and Urban Affairs Committee;
the Select Committee on Small Busness; and
the Appropriations Committee, where he is a
Member of the Subcommittee on Defense. CIA
has had relatively little contact with the
Senator since he took office.
Senator D'Amato holds a B.A. and an
LL.B. from Syracuse University. Prior to his
election to the Senate, he worked as the
Receiver of Taxes for the Town of Hempstead
from 1971 to 1972; as the Town Supervisor

Senator Warren Rudman is a newly elected
Member of the Senate for the 97th Congress.
Although he comes to Washington with no
experience in elective politics, he built a
strong reputation as a political activist
during the six years he served as the New
Hampshire Attorney General, 1970-76. He
currently serves on the Senate Appropriations
Committee, the Governmental Affairs Committee
and the Select Committee on Small Business.
Senator Rudman is a Member of the Appropri-
ations Subcommittee on Defense.
CIA has had no contact with the Senator
since he took office. Senator Rudman favors
increased defense spending and opposes the
Equal Rights Amendment. He favors a limit of
two terms for Senators and six terms for
House Members. He opposes any Constitutional
amendment to ban abortions.

Senator Rudman holds a B.S. from Syracuse University and his J.D. from
Boston College. He served with the U.S. Army during 1952-54. Prior to
becoming the State Attroney General, he practiced law.

serves on the Energy and Natural Resources
Committee, the Rules and Administration
Committee, and the Joint Committee of Con-
gress on the Library.
Senator Hatfield has been generally well
disposed towards CIA. He has written to
the past three Directors, as well as DCI
Casey, expressing his strong opposition to
Agency use of missionaries, clergymen, and
other members of church organizations for
assistance in gathering foreign intelligence
information overseas. In January 1980,
Senator Hatfield wrote a note to former
Republican
DCI Turner extending his personal congratulations to the Agency on its
contribution to the escape of six Americans from Iran via the Canadian
Embassy. Senator Hatfield has received briefings from Agency personnel in
the past, e.g., worldwide intelligence briefings and a world energy situation
briefing in 1979. Don Massey, former Office of Legislative Counsel employee,
worked for Senator Hatfield as the Minority Counsel on the Rules and Adminis-
tration Committee during the 96th Congress and is now the Senator's Chief
Counsel on the Appropriations Committee. Press articles have revealed that
Senator Hatfield intends to fight funding for both the MX missile and neutron
bomb.
Senator Hatfield holds a B.A. from Willamette University and an A.M.
from Stanford University. He served in the U.S. Naval Reserve during World
War II. He was an Associate Professor of Political Science at Willamette
University from 1950 to 1956. He served as an Oregon State Representative
from 1950 to 1954 and then as an Oregon State Senator from 1954 to 1956. He
was the Secretary of State of Oregon from 1956 to 1958. Immediately prior to
his election to Congress, he served as Governor of Oregon (1959 - 1967).

Senator John Stennis has been a Member
of Congress since November 1947. During the
96th Congress, he was Chairman of the Senate
Armed Services Committee (SASC) and is now
the Ranking Minority Member of SASC. He
also serves on the Appropriations Committee,
where he is the Ranking Minority Member on the
Subcommittee on Defense.
Senator Stennis has been a long-time
supporter of the Agency. Although he has
deferred to the Senate Select Committee on
Intelligence on oversight matters, he has
maintained a close relationship with CIA.
The Senator has received numerous briefings
from Agency personnel and met with former
DCI Turner on various occasions.
Senator Stennis holds a B.S. from Mississippi University, an LL.B. from
the University of Virginia and LL.D.s from Milisaps College, the University of
Wyoming, Mississippi College, and Belhaven College. He served in the Missis-
sippi House of Representatives from 1928 to 1932. He was the district prose-
cuting attorney for Mississippi's 16th District during 1931-35. Prior to his
election to the Senate, he served as a circuit judge (1937-47).

William Proxmire has been a Member of
the' Senate since August 1957. He currently
serves on the Senate Banking, Housing, and
Urban Affairs Committee; the Joint Economic
Committee; and is the Ranking Minority Member
of the Appropriations Committee.
The Agency has had frequent contact
with Senator Proxmire over the years and has
found him to be one of CIA's most outspoken
critics. He is strongly in favor of downgrad-
ing and declassifying information produced by
CIA and other agencies in the Executive
Branch. As Chairman of the Joint Economic
Subcommittee on Priorities and Economy in
Government in the 96th Congress, he showed
special interest in the economies of the Soviet
Union and the People's Republic of China.
Former DCI Turner's annual appearance before the Joint Economic Committee was
at his initiation. Senator Proxmire attacked the Agency last year concerning
what he felt was faulty analysis on our part regarding Soviet defense spending.
The Senator is a strong supporter of the Freedom of Information Act, and we
have received many inquiries from his staff for constituents who have made
requests under this Act. Following a briefing on Iran in March 1978, the
Senator relayed to former DCI Turner his belief that CIA attention to the
internal affairs of Iran was limited. Along with a referral to the Depart-
ment of State regarding his concern about contingency planning for Iran, he was
assured that we were getting continuous and detailed intelligence on Iran. Ron
Tammen, Legislative Assistant to the Senator, was previously an Agency employee
in the Office of Strategic Research. We continue to have contact with him.
Background and Personal Data
An economist, Senator Proxmire is a graduate of Yale and received his
M.B.A. and M.P.A. from Harvard University. Before embarking on his political
career, he was President of Artcraft Press from 1953 to 1957. He served
in the Wisconsin State Legislature during 1951 and was nominee for Governor
of Wisconsin on three occasions (1952, 1954, 1956).
Senator Proxmire is married. He is Episcopalian. The Senator is 65
years old.

The first Japanese-American to be
elected to the Senate, Senator Daniel Inouye
has been a Member of Congress since 1959.
Prior to his election to the Senate in 1963,
he was a Member of the House of Representa-
tives (1959-63). Senator Inouye moved to the
forefront of the American political scene
during his service on the Watergate Com-
mittee, a post he was at first somewhat r.
reluctant to accept. He currently serves
on the Select Committee on Intelligence
(SSCI), where he is the Vice Chairman of
the Budget Authorization Subcommittee;
the Appropriations Defense Subcommittee; the
Commerce, Science and Transportation Com-
mittee; and the Select Committee on Indian
Affairs.
Senator Inouye was the first SSCI Chairman; he relinquished his post
at the end of the first session of the 95th Congress because of other
Senatorial commitments and because he believes it unwise for a Member to be
continually involved in and responsible for classified material. When
selected Chairman, Senator Inouye pledged to maintain and hopefully strength-
en the U.S. intelligence effort. At the same time he said the Constitutional
rights of all citizens must be protected. As SSCI Chairman, he was extremely
concerned about the SSCI's ability to protect sensitive information and once
suspended a staff member for 30 days without pay for taking classified
material out of the office. In honor of his service as SSCI Chairman, the
Senator received the National Intelligence Distinguished Service Medal in
January 1978.
The Senator has received numerous intelligence briefings and toured
various Agency facilities in the U.S. and abroad, particularly in the Far
East. Generally a supporter of the Agency, Senator Inouye did, however,
criticize the Agency's intelligence collection program in Micronesia, pri-
marily on the grounds that the Micronesians were under the protection of U.S.
laws and should not be the target of spying. He voted to release the interim
report on Micronesia, including one sentence the Executive Branch wanted
withheld. He also staunchly opposed CIA use of the Agency for International
Development for cover purposes in Congressional discussions of that issue in
1975.

Senator Inouye was raised in Honolulu. He holds a B.A. in governmental
economics from the University of Hawaii and his J.D. from George Washington
University. A retired Army Captain, he served with the 442nd Japanese-Ameri-
can Infantry Regimental Combat Team in the European Theater during World
War II, where he lost his arm. He was Assistant Putlic Prosecutor in
Honolulu from 1953 to 1954. A practicing attorney during 1954-59, he also
served during that time as Majority Leader in the Territorial House of
Representatives until 1958 when he became a Member of the Territorial Senate
(1958-59).

Senator Eagleton has been briefed on

Senator Lawton Chiles has been a Member of
Congress since January 1971. He currently
serves on the Senate Budget Committee, the
Governmental Affairs Committee, and the Appro-
priations Committee, where he is a Member of

the Ranking Minority Member of the Special
Committee on Aging.

Senator Walter Huddleston has been a
Member of Congress since 1973. He currently
serves on the Select Committee on Intelli-
gence (SSCI), where he is the Vice Chairman
of the Collection and Foreign Operations
Subcommittee; the Appropriations Defense
Subcommittee; the Select Committee on Small
Business; and is the Ranking Minority Member
on the Agriculture, Nutrition and Forestry
Committee. Senator Huddleston was a Member
of the former Church Committee.
Senator Huddleston's main areas of in-
terest have been the Agency's relationship
with U.S. institutions, such as universities
and the press, and CIA propaganda efforts
abroad which might be replayed in the United
States. In the debate on S. Res. 400, which
established the SSCI, Senator Huddleston
said the U.S. must have the strongest, most effective intelligence services,
essential information must be kept secret, and thus improvements can be made
in the intelligence oversight system." In his personal capacity and as
Chairman of the SSCI Subcommittee on Charters and Guidelines during the
96th Congress, he was the most outspoken supporter of Charters legislation.
He played an active role as mediator in the effort to develop a consensus
among Members regarding charter drafts. He is most concerned with foreign
intelligence operations directed against U.S. persons, potential source
investigations, special activities and accountability to Congress. The
Senator ultimately accepted and supported the compromise Hughes-Ryan modifi-
cation and new oversight language which was enacted as part of the Fiscal
Year 1981 Intelligence Authorization Act. Senator Huddleston has received
numerous briefings by CIA personnel over the years. He is one of several
cosponsors of the pending Identities legislation.
Senator Huddleston holds an A.B. from the University of Kentucky.
He served in the U.S. Army from 1944 to 1946. From 1960 to 1961 he was
Chairman of the Elizabethtown Planning and Zoning Commission. He was a
Kentucky State Senator during 1966-72, serving concurrently as Majority
Leader from 1970 to 1972.
