SUBJECT: Strategic Stockpile of Minerals
Senator Schmitt asked me to think about how we can help another
committee on which he serves to determine the priority which should
be given to the various minerals in building up the strategic stock-
pile. I remember the appendix on minerals contained in the recent
SNIE on Africa. I suggested that we might be able to give him that
material in sanitized form and that, in addition, we can probably
give him a broader estimate of protection needed against the loss
of minerals obtained from foreign sources. He seemed to want a read-
ing on the acuteness of our need in terms of the importance of the
degree of shortage and the importance of the use to which the minerals
are put, together with a reading on the kind of instability or other
.political risks which might threaten their availability.
