SUBJECT: Discussion with Clair Boothe Luce, 9 January

1. You will recall my requesting your guidance some weeks
ago concerning an oral request from Mrs. Luce, via CIA retiree

but she asked me to meet with her at her Washington residence the
afternoon of 9 January.
2. One does not really "brief" Mrs. Luce--I am not sure
conversation with her can even really be called a "dialogue" but
I did respond to her comments and occasional questions in what I
believe was an appropriate manner. She is extremely concerned
with the need to make the new PFIAB a useful part of our national
intelligence organization; she is highly supportive of U.S. intel-
ligence, CIA and our DCI; she is very articulate and also a most
gracious hostess.
3. Mrs. Luce understands that she is to be chairman of a
PFIAB subgroup on "covert activities." This she defines as
including FI, CA and CI, which would make it in fact the group
for our Directorate. Although I tried to concentrate our exchange
on CI, she made quite a few observations on other aspects of our
work. She believes harder questions should be asked and satisfac-
torily answered before major projects or commitments are approved.

remain really secret?", "What is the specific minimum goal that

4. Regarding CI, she recalled her last involvement as being
the old PFIAB's look at the case. She commented there
were so many possibilities that it was impossible to conclude any-
thing. I agreed, and told her that unfortunately no useful inputs
had been received in recent years although it is reason-
able to expect something someday. She observed (probably wrongly)

her. PFIAB Team A/Team B days, recalled and had
apparently accepted much of the press speculation about his death.
I explained to her the facts of his suicide, which she seemed to
accept--perhaps with some let down.
5. Mrs. Luce was quite interested in my observations regarding
the switch in the KGB/GRU effort against Americans from a search
for ideologically motivated recruits to mercenaries.. Also in a
discussion of technology loss and the extent to which this is a CI
problem. We spent a few minutes discussing how best our CI approach
should be-organized. I acknowledged my belief that we should never
let CI analysis become too compartmented differs from that of Jim
Angleton, whom she knows but "finds confusing."
6. A main concern repeatedly mentioned by Mrs. Luce is that
the new PFIAB play a useful role. She fears it may not, and ex-
pressed the opinion that Mrs. Armstrong should move to Washington
as did former Chairman Ambassador/Admiral Anderson (and as has
Mrs. Luce)..
