Dear Leo,
I didn't fully understand the implications
of the discussion you initiated about the
intelligence assessment of Soviet economic
difficulties. Apparently some of the members
were saying that they had been hearing about
Soviet collapse for a long time.
Nobody has predicted Soviet collapse or
economic warfare. There is an effort to look
more closely at the Soviet economy and its
source and its relationship to the Soviet ability
to maintain and strengthen the huge military
machine and some skepticism that it is sensible
for us to make it easier for them to-do that. In
that context I thought you would like to see the
article on Soviet society in the June issue of
the USSR Monti Review.
