I have heard reports back from the White House that Anne Armstrong and
Leo Cherne were very complimentary and supporting of what we have done here
in their oral presentation to the President of this report. While I am away
I would like to have developed here the best way to implement their recom-
mendation that so much is riding on our assessment of the weakness of the
Soviet economy that the government should have a competitive assessment
(see pages 33 and 34).
