1. Action Requested: Approval of the DIA request to authorize
designation of COMJTFSOUTH as Proper Authority (Attachment 1), as modified by
NSA (Attachment 2). (U)
2. Background: The Communications Intelligence Security Regulations
(CISR) require a waiver to enable the Director, DIA to authorize COMJTFSOUTH,
when not operating as CINCUS Southern Command, to act as a Proper Authority
(PA) for exceptional, special, or emergency use of Category III and below
COMINT. Upon approval and publication of Volume I of the Signals Intelligence
Security Regulations, the Director, DIA will no longer require such a

South if time and circumstances permit. DIA accepts this restriction.
4. Recommendation: That you approve the DIA request for authority to
designate COMJTFSOUTH as PA, with the restriction that proposed
releases be coordinated with NSA or NCR South if time and circumst tances
permit.

3. Designation of COMJTFSOUTH as a Proper Authority does not imply an
automatic invocation of the "emergency use" provisions of the CISR. Should it
be necessary for COMJTFSOUTH to invoke the emergency use provisions, the Director,
DIA will report such actions to the NFIB in accordance with Section II, paragraph
33. of the CISR. =
4. ~ The SIGINT Committee is requested to approve the waiver of Section
paragraph 15 of the 1973 CISR to authorize COMJTFSOUTH to act as a Proper Authority
for Category III and below COMINT.

NSA has no objections to Director, DIA designating
.CONJTFSOUTH as a Proper Authority as outlined in the DIA proposal;
however, NSA does have some concern with the potential foreign release
of CO:SINT which may be sanitized. by COMJTFSOUTH. Much of the COMINT
which conduct highly sensitive COMINT operations. Because of this, NSA
requests that the foreign. release of COMINT sanitized by COMJTFSOUTS be
coordinated with NSA or with NCR SOUTH if time and. circumstances permit.
