SUBJECT: Use of Contract Employees
REFERENCE: Memorandum from you to Committee Chairmen,
29 July 1982
1. The CIPC does not require a standing committee and therefore
is not concerned with the problem noted.
2. If the CIPC were to face this issue, my position would be
that contract employees might well serve as "expert consultants"
with the appropriate clearances maintained over some specific time
frame but could not serve as a member to a DCI Committee. ,
