MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT' Participation of DOE Contract Employees
in WSSIC Proceedings II
1. The Department of Energy representative to WSSIC has
requested that contract employees of the Sandia, Los Alamos,
and Lawrence Livermore National Laboratories be assigned as
official members of 10 WSSIC subcommittees and working
groups. He has based his request on the following:
o Employees of these labs are considered by the
Department of Energy as full-time Government
employees.
o A 16 March 1976 memorandum from then DCI, George
Bush, which excluded personnel from these labs
from contractor status for the purpose of
dissemination of intelligence information
(Attachment A).
o Contract employees of the national laboratories
have rendered and are now rendering valuable
support throughout the Intelligence Community.
In some cases, these employees have been fully
integrated into Intelligence Community agencies.
o Employees from these labs have participated
during the past year on various subcommittees
and working groups of DCI committees (STIC,
TTIC). I

Proceedings
2. One of the most important objectives of the WSSIC is the
free and open exchange of both finished and unfinished
intelligence. It is important to ensure that this free and open
exchange is not impaired in any way. I, therefore, polled the
member agencies of WSSIC on this issue. In all cases, no
objectives were raised, nor were any problems in data
dissemination envisioned. The only concern expressed was that
the 1976 rre Bush memorandum was being interpreted too
broadly. u
3. We are interpreting the George Bush memorandum as
applicable in this case, and I have therefore decided to
authorize the participation of the Department of Energy
contractor personnel as regular m of the various WSSIC
subcommittees and working groups.
