SUBJECT: SIG Meeting on U.S.-Latin American Relations -
Post-Falklands
SUMMARY OF CONCLUSIONS
The SIG convened to discuss the draft policy study on U.S.
relations with Latin America in the post-Falklands environment.
No policy decisions were proposed or taken. In response to an out-
line of the study by Ambassador Enders, OSD and JCS emphasized
the importance of continued military-to-military contacts and an
appropriate arms transfer policy. OVP and ICA stressed a more
active public affairs program. AID and Treasury stressed economic
development and banking aspects of our policy. NSC recommended a
more detailed treatment of Venezuela, Colombia, Honduras, and of
U.S. objectives. Under Secretary Buckley addressed the arms trans-
fer issue, noting that U.S. policy is based on global considera-
tions and must not subordinate case-by-case treatment of requests
solely to regional considerations. Existing-arms transfer guide-
lines could if necessary accommodate a more vigorous policy than
has been pursued to date, but the matter of legislative changes
in authority was delicate and would require planning. Chairman
Eagleburger wanted the study strengthened in its relation of Latin
American to global policies and its analysis of Soviet opportuni-
ties for mischief. The SIG discussion amplified these points and
recommended a number of changes in the draft study.
ACTION REQUIREMENTS
1. Additions and deletions as discussed in the SIG will be
tasked to the drafting bureau in State and submitted to the IG.
It was agreed that a number of annexes or new sections to the
paper were necessary.
2. In due course, an issues paper will be prepared for SIG
review and forwarding to the NS.C of any issues requiring decision
at that level.
