SUBJECT: START: Units of Account
Summary of Conclusions
The SIG reviewed the IG discussion paper on START units
of account. It was agreed that a shorter, less technical
presentation of the issues would better serve the NSC. The
IG will prepare a four-page paper describing the criteria
and unit of account issues, verification, and allied and
Soviet positions for use in an early NSC meeting. One-page
issues papers on agency position papers, if furnished, will
appear as appendices.
ACTION REQUIREMENTS
The IG principals will prepare a revised NSC paper for
delivery to the White House at OOB Monday, April 19.
The NSC representative undertook to seek an NSC meeting
on START during the week of April 19.
