THE WHITE HOUSE
.SUBJECT: Report of SIG on Libya: Approval and
Implementation of the Stair Step Plan
The SIG on Libya convened on November 29 to consider the
attached IG review. The SIG approved the Stair Step Plan as an
overall program for assertion of rights. The SIG also approved
the steps planned for early December.
The SIG accepted a proposal by the?NSC to insert substitute
language in the IG review document. The language stipulates
use of JRC channels for interagency clearance of steps 6-8.
State opposed a proposal by JCS that action steps 1-3 in
the future be cleared with the Secretary of Defense only. It
was the Chairman's view that all activities in the Stair Step
Plan require political review and should be cleared by the SIG
agencies beforehand.
As modified, the IG review will stipulate that all further
activities in the series between steps 1 and 5 inclusive will
be cleared in advance with State, using normal notification
procedures for operations in politically sensitive areas.
Activities at step 6 and above will be cleared through the SIG
agencies using the JRC procedure.
