The staff of the Senate Appropriations Defense Subcommittee is working on a list of questions for Senators to raise at the NFIP Ovpr%riow hearing on Thursday, 29 April 1982 (0900 Hrs, S-407). This morning of Legislative Liaison Division and the undersigned met with Fred Rhodes and Susan Shekmar of SAC to go over the hearing preparations and to elicit indications of questions likely to be asked. The following are areas in which staff showed particular interest: e. a proposed classification of the Staff budget; and, f. The organization of CBJBs in Targets/Topics format. 2. Another issue of importance to Subcommittee Chairman Ted Stevens is the classification of intelligence information on the Soviet threat. You will recall that in February of this year, after hearing a DIA threat briefing, Senator Stevens stated publicly that he believed more intelligence information should be declassified so that the American people would recognize the Soviet threat and thus be more supportive of increased defense budgets, and he proposed to hold open hearings on this issue. Working with staff, were able to convince him that open hearings are not an appropriate forum for discussion of classified information, but he reserved the topic for the NFIP Overview session and can be expected to raise it on Thursday. 5X1 Approved For Release 2006kW25EpL FAT- RDP83MOO914R000700020001-6 3. The SAC staffers were most interested in the appointment of Mr. McMahon to be DDCI, and urged several times that he be invited to the hearing and there introduced to Senator Stevens and the Subcommittee members.
