MEMORANDUM FOR: Acting DCI

SUBJECT : Report from Senator Huddleston
D
1. John Elliff of the Senate Intelligence Committee Staff called me
this morning to inform me that he is sending to Mr. Casey two documents.
-- A re ort b Senator Huddleston to members of the Committee
-- John Elliff's staff report to Huddleston on the same subject.
2. John proceeded to give me some background on these two papers and
the reason for sending them to Casey.
-- Senator Huddleston was quite pleased with the excellent
cooperation he received from members of the Intelligence
Community and has produced his
report to the Committee as a way of sharing his thoughts on
some tough issues. He now desires that Mr. Casey read his
report and would appreciate any comments Mr. Casey or other
members of the Community might have. The report does not
address certain topics which he was asked not to put in
writing. According to John Elliff briefed
Senator Huddleston is aware of what those issues are.
-- The Senator would also welcome any comments on John Elliff's
staff report.
-- John Elliff hopes that-.through this exchange of thoughts and
analyses there will be a general improvement in Senator
Huddleston's relations with Mr. Casey following the difficulties
of last year.
3. John Elliff reported that in the production of these two. reports
critical assistance was provided by CIA, DIA, State, NSA, and the FBI.
Senator Huddleston asks us to determine how comments from these other
organizations can be provided on the documents which are being sent to Mr. Casey
as head of the Intelligence Community. Because of the sensitivity of the
information included and the compartmentation that follows we will need to
decide how best to disseminate these two reports for Community comment.

4. John Elliff explained that he has come directly to the office of
DCI with this request after consultations with Danny Childs and because
with the recent turnover in the Office of External Affairs, he wanted to
insure that he had a point of contact in the Director's office. The papers
are being handcarried to me today. I will pass them to you as soon as
possible. John Elliff requests that I get back to him following the
Senate recess with word that Mr. Casey has in fact looked at the reports.
He believes that this will make important points with Senator Huddleston in
the general effort to better relations.
