In answer to your question, "What does subject letter portend?", I think it fair to say that it may portend that at some moment DoD may seek your support with the Congress in trying to find a way for DoD to provide support to intelligence entities abroad. I believe you should stay clear of this and .allow the Defense Department and the Congress to settle the issue described below between themselves. 2. The Army initiatives cited by Zablocki and Boland are designed by Defense to enhance intelligence relationships which they judge to be needed to facilitate rapid deployment or other sensitive contingency operations. In the matter 'onal letter, the countries involved are but the issue is a generic one. Defense 25x1 Ley try to provide assistance overtly, undue attention will be attracted. Using the intelligence channel presupposes flexibility and discretion but, as you, will recall in connection with the 5X1 Finding, also raises Congressional concerns. 3. In discussions with DoD as part of the coordination procedure which enables us to monitor their intent, it was suggested that we might seek a Finding to permit Army to provide support to these four countries. The Finding was drawn up with the understanding that before we went forward with it to the NSPG, we would discuss t is art form with the Congress, thereby avoiding a 25x1 repetition of the Finding problem. It would seem that before we were able to consult wi a Congress, George Carey, of the Army General Counsel's office, leaked the fact of our discussions with DoD to the Hill 5x1 2 5:X1 Approved For Release 2007/01/17: CIA-RDP83M00914R000700040001-4 4. There are other fine points in the backing and forthing, but as of this writing,-Army and DoD intend to approach the Defense Security Assistance Agency for assistance in persuading the Secretary of Defense to reclamer the Boland/Zablocki letter. SecDef may seek your support. While additional aid to the four countries in question is, in my judgement, a good thing, I suggest it best to try to stay out of this thicket. ,J ors H, S t_:; in John H.
