SUBJECT: HPSCI Hearings
1. The HPSCI staff has asked for a briefing on Agency proprietaries
now scheduled for 9 February, 1330-1530 hours. Present will be Latimer,
O'Neil, Long, Bush, Giza and Smiley. Action: OEA (please arrange and
coordinate appropriate Agency personnel ).
4. Covert action will get a great deal of attention, not only
regarding the increase infrastructure but also the increase in programs
themselves. Action:
5. Manpower: The large increase in manpower throughout the NFIP
as well as intel related activities will draw HPSCI attention in general.
We have to be prepared to justify all our increases. Action: Each
Directorate.
The upgrade of NPIC will also be an issue, including construction,
the system, computer utilization and general justification of why
the upgrade is needed. Action:

7. HPSCI will desire a status report on where we stand with cover
and what progress has been made; are we having any problems. Both
Congressmen Robinson and Zablocki will be interested. Action:
8. Another item of interest to the entire Committee is the
security of our personnel overseas as well as our installations--a
statement as to what measures we are taking to give our personnel
added security as well as installations and their vehicles. It has
been not lost on some Committee members that the economy K cars, when
loaded down with armor, have or no guts or speed, hence become
"walking targets." Action:
