On the attached, I have learned that
Admiral Turner instituted a policy in 1978
limiting membership on advisory panels
to four years to ensure fresh insights and
new ideas. The attached recommendations
are consistent with the gradual transition
procedures established to prevent a whole-
sale turnover in one year. Panel members
are aware of all this, and I've been
assured that no embarrassment will occur.
I think the more important question,
however, is whether or not this policy
should be retained. I can buy the concept_
that new blood is needed, but I don't
think we wan isk losing the unique
expertise of for example,
because of a stringent membership policy.
I think we should consider revising that
olicy to indicate that membership tours

will normally be for four years, with extensions
permitted when the situation warrants by
approval of the DCI.

SUBJECT: Membership on the DCI's Nuclear Intelligence Panel
1. Action Requested: Your approval is requested of the fol-
lowing proposal regarding membership on your Nuclear Intelligence
Panel.
2. Background: The DCI's Nuclear Intelligence Panel was estab-
lished in 1965. You approved the appointment of a new Chairman in
1981. The attachment shows present Panel members and the status of
their terms of memberships.
When Admiral Turner instituted the four year term limitation, he
approved a gradual transition to the new procedure, with a few turn-
over changes each year rather than a sudden total membership changeover.
There are still five Panel members who have served longer than four
years since reappointment and recommendations regarding these members
are being made for our consideration. It is proposed that three of
them be extended for another four year
term, an that the other two be continued for a
two year period. For the first three, we believe their expertise is
critically needed for the continuing broad range of Panel responsi-
bilities as your advisory group on nuclear intelligence matters. For
the latter two, the purpose of the proposed extensions is primarily
to allow for a smooth transition in Panel membership.
3. Recommendation: Your approval of the proposed Panel member-
ship continuations and extensions is recommended.
