SUBJECT Request for Approval to Approach
Individuals to Serve as Members
of DCI's Science and Technology
Advisory Panel (STAP)

1. Action Requested: Your approval of the
recommendation in paragraph 6. F --I
2. Background: In view of the time required to obtain
replacement members of your S&T Advisory Panel (STAP), it is
reasonable to have a few persons approved by you in advance
of the actual need.
3. Based on their particular experience and areas of
specialty, are recommended for your approval. These names
have been discussed with Admiral Inman and have his
approval.
4. After your approval and when the need arises, an
approach will be made to one or more of the individuals
above. If an individual expresses interest, I will then
send to him the appropriate paper work to engage him as a
member of the panel (SEFI, Conflict of Interest Statement,
authorization to Release Information, and Personal History
Statement). Later an official invitation will be prepared
for your signature.

proposed utilization has been coordinated and
preliminary clearances from the Office of Secu een
received. Each individual's service on ST.SP probably will
be about 10 and no more than 25 days a Year. Each member is
paid travel and per diem expenses and some accept
consultant's pay at a daily rate of the top step of a GS-15.
6. Recommendation: That you approve these individuals
for us to approach as needed for new members of STAP.
