1. On 2 June, the SAFE Program Manager briefed the Steering Committee on a
proposed course of action for redirecting the development of the project. The
proposal followed along the lines contained in your memorandum of 1 June, that is
building SAFE in increments using existing hardware and software to the extent
possible. This proposal found support by the Steering Committee with both DIA
and CIA representatives agreeing with the concept of moving to an IaMI-compatible
environment, which now supports Interim SAFE and Pilot Mail, and on which can be
made available other services based upon existing software.
2. In response to the guidance provided by the Steering Committee and in
compliance with your directions, we are taking the following actions:
a. In order to take advantage of the several years of experience
gained on this nroiect by TRW while minimizing the risk that there may
e will task T141
to create a plan tor incremental development o the SAFE capability.
This plan will depend heavily on commercially available software packages
and will include an incremental development approach for subsequently
delivered functions, with costs, schedules and estimation of risks. This
response will support our development of a more detailed plan for the kind
of approach asked for in your memorandum. The product of the current
project reformulation effort will include organizational structure, system
functions, schedules and costs.

3. In developing the reprogrammed plan for SAFE we must, of course, meet the
needs of the DIA as well as CIA. We will be coordinating our replanning to assure.
that the needs of both user groups are being met. When we have fully worked through
the reconfiguration planning, we will again brief you and senior CIA and DIA manage-
ment, seeking your approval to proceed.
