1. I also question, as did the DDS&T in the reference, the
need for continuing the CTC Panel. The Panel is not carrying out
its responsibility, through no fault of its own, to coordinate and
review all initial clandestine technical collection programs.
This is due not only to the sensitivity of a number of the
programs but also to the fact that the Panel is composed of
relatively junior officers. Further, I see a degree of overlap
between this Panel and the PCP Panel which is not warranted.
2., Given its limited scope and its overlap, with, the -PCP
Panel I propose that the CTC Panel be disbanded. There is,
however, a need for a senior interdirectorate body to review all
proposed clandestine technical collection programs on the basis of
identified need, technical feasibility, and operational
practicality as well as to conduct periodic reviews of existing
programs. Consequently, I recommend that the current PCP Panel be
redirected, renamed, and restaffed to undertake oversight over all
clandestine technical collection programs whether they be in
support of a PCP or not.
3.- Such a panel could be called the Technical Collection
Review Panel and consist of the Associate Deputy Directors from
the DI, DO, and DS&T. I would propose that the ADDI chair the
Panel for the same reason he currently chairs the PCP Panel i.e.,
the. organization with the requirement should lead in the review
and evaluation of collection proposals and ongoing programs. In
addition to its oversight over all Agency clandestine technical

collection programs it should also be the Agency's mechanism for
coordinating other agencies' clandestine technical collection
efforts. The panel should periodically report its findings to
EXCOM and make recommendations on new proposals to the DCI.

I question the need for continuing the
Panel. The projects that the Panel
reviews appear to be of lesser signif-
icance. The compartmented programs
that we have (and which the Panel
doesn't review) already enjoy top
level scrutiny. One area in which

a valuable service is coordinating
clandestine technical collection with
other agencies.

1. The Clandestine Technical Collection (CTC) Panel was
established in October 1979 and given the responsibility for
coordinating and reviewing initial clandestine technical collection
proposals. The Panel was also charged with the responsibility
for monitoring this Agency's total involvement with other intel-
ligence agencies clandestine technical collection activities
(Reference A).
2. The Panel last reported to the EXCOM 5 October 1981.
That report consisted of briefing
(Reference B). As a result of that hXCUM meeting, the
instructed the Panel to report to the EXCOM semiannually beginning
in April 1982 (Reference Q. This memorandum is intended to serve
as that report or, at the EXCOM's direction, serve as background
information prior to an oral presentation by the Panel.

3. Reference C specified three actions. The first was to
include a member of the Planning Staff, EXDIR as an observer.
now serves in that role. The second action 25x1
was for the Panel to report to the EXCOM semiannually. The
last action was for the Comptroller to identify to the CTC
Panel projects criteria which, in his 25x1
judgment, have the potential to exceed this threshold in out-
year costs and otherwise meet the coordination and political
sensitivity criteria. I met with the Comptroller on 3 February 1982
to discuss this matter. No projects were identified. 0 25X1
5. New Activities:
Soviet Armor - The Panel was briefed by the DDI and
OTS on 9 February 1982. The briefing detailed the intel-
ligence need and the technical solution. The briefing was
similar to ones presented as justification for reserve
release funds. The Panel noted the need for thorough testing
of the proposed drilling equipment and training of the asset
in the use of the equipment. 25X1
BIV/CIV - The Panel and an OTS representative were briefed
by DDI representatives on 8 March 1982. The purpose of the
briefing. was to provide background for the Panel in several
areas of BIV/CW activities including military doctrine,
organization, current activity and the future threat.

6. The Panel is not reviewing certain of the Agency's
compartmented, technical collection programs. These programs,
because of their sensitive nature, already receive close
scrutiny by senior Agency management. Accordingly, supplementary
Panel review does not appear to be necessary at this time.
7. The Panel makes the following recommendations:
-- This memorandum should constitute the Panel's
semiannual report.
-- No additional CTC Panel charter changes are warranted
at this time.
-- The Panel should continue to be the Agency mechanism
for coordinating other agencies' clandestine technical
collection efforts.
-- The Panel should continue to monitor
It may be appropriate to recommend a specific office contact
if the project continues at a higher level of activity.

SUBJECT Management of Selected Clandestine Technical
Collection Operations 0
All proposed clandestin technical collection projects that (a)
have an estimated total cost (b) require signifies
cant coordination of operational and technical resources, or (c) involve
a high level of political sensitivity will be subject to the following
management procedures:
1. The Clandestine Technical Collection Panel will be composed of
one officer from each of the three involved directorates (DDS&T, DDO,
and NFAC). Chairmanship of the panel will rotate between directorates
on a yearly basis, with NFAC.in FY 1980, DDO in FY 1981, DDS&T in FY
1982, etc. This Panel will be responsible for coordinating and reviewing
the initial clandestine technical collection proposal." The proposal
will include a thorough examination of the intelligence requirement,
a preliminary mission plan outline,, estimated costs, a review of possible
political sensitivities that could require external approvals or con-
currences, and a management plan.
2. Lead responsibility for the clandestine technical collection
project will be assigned to one of the Deputy Directors by the Deputy
Director of Central Intelligence. Responsibility may pass from one Deputy
Director to another as the program progresses. In some instances, an
interdirectorate project team will be formed. In these cases, the duties.
of the project manager will be a full-time responsibility. The project
manager will be responsible for coordinating all aspects of the project
from the development and testing of the required equipment through the
deployment of the collection system. His responsibilities will include
budget preparation and use of allocated funds. The project manager
will not normally be subordinate to all steps of the established chain
of command in his directorate. The Deputy Director in charge of the
project will instead establish a project-related command line that will
strengthen_ the role of the project manager and enhance the coordination
process. When necessary, Deputy Directors from other involved directorates
will assign officers to work under the direction of the project manager.

These officers will work through the normal command channels in their
directorate. The Deputy Director in charge is encouraged to collocate
the offic oncerned with the operation to facilitate the management
process.
3. The Executive Committee will review such clandestine technical
collection projects on a quarterly basis. (For these purposes, the
Executive Committee will consist of the Chairman, Vice Chairman, the
DDO, D/NFAC, DDSST, and the Comptroller.) Projects which are being
proposed or are approaching significant milestones will be included by
the responsible Deputy Director in this regular review process. Q
4. Each directorate (DDO, DDS&T, and NFAC) will be responsible
for maintaining a data base concerning clandestine technical collection
activities including an up-to-date listing of personnel having relevant
operational, technical, or analytical experience. The DDO and DDS&T will
approve access to relevant methodological information (without operational
details) as appropriate to managers of related projects. The Clandestine
Technical Collection Panel will be responsible for ensuring that the
accumulated interdirectorate experience in clandestine technical collec-
tion operations is made available to project managers in the planning
of new programs and may recommend access to specific files.
5. The Clandestine Technical Collection Panel also is responsible
for monitoring this Agency's total involvement with other intelligence
agencies' clandestine technical collection activities. In this regard,
they will advise the DDO in carrying out his responsibility to coordinate
the operational aspects of such projects. The CTC panel, with DDO con-
currence, will prepare quarterly summaries of )IA Involvement in such
projects for review by the Executive Commit

1. The Executive Committee met on 5 October 1981 to hear the quarterly
report of the Clandestine Technical Collection Panel. The meeting was chaired
by Admiral. Inman; with the following members in attendance: John Stein (DDO);
Les Dirks (DDS&T); Evan Hineman (AD/NFAC); William Hart (ADDA); Maury Lipton
(Comptroller); Charles Brigs (IG); and Robert Gates (D/OPP). Making the
presentation were: DDO Chairman of CTC Panel-F_
DDS&T representative; an NFAC representative.

2. Admiral Inman opened-the session by noting that he had authorized
.the DDA and IG participation in the meeting. He immediately thereafter
turned the meeting over to the CTC Panel Chairman who introduced the panel
members and the agenda.

DDO - Noted that this Project is based on a very sound
operational mechanism and that his assets see no difficulty in
its continued use.
- A STIC analysis which revalidated the need for the
data and defined and prioritized potential targets.
- D/O access feasibility study now underway.
- Need for a total program review when the access
study is completed.
Comments by the members were as follows:
IG - 'Inquired into the status of intelligence on this
target from other sources. Mr. Hineman noted that there
was a nominal flow of data from overt sources but this
ceased, apparently when a military application was
conceived.
DDO - Noted that emplacement of the sensor might re-
quire the use of a target country national. -This would
necessitate high confidence in the technology, tamper proof-
ing, and possibly other precautions.
Admiral Inman noted his familiarity with this project from his tenure
at DIA. He requested that CIA continue to monitor the technology effort and
complete the operational feasibility study so that overall program decisions
can be trade jointly with the USAF and DIA.

5. In the final segment of the sessioni reviewed the current
charter for the CTC panel. He recommended that the panel be continued with
the following changes to details of *the charter in order to obtain earlier
visibility of proposed projects:

- provide ad hoc vice quarterly reports
- have a DDCI area referrant
The Committee members concurred in the recommendation to continue the panel
but generally disagreed with eliminating the program cost threshold and
elimination of periodic reporting. It was noted that the cost criteria
is.only one of three possible "triggers" and that the other two should provide
suitable grounds for early access. Admiral Inman requested that the CTCP
Chairman produce a memorandum providing for continuation of the panel, periodic
reviews, and a program cost threshold. He suggested that the Comptroller
could at an early stage identify projects of concern. then noted
that per terms of the existing charter, Q of DD ecomes the panel's
chairman for FY 1982.

1. As a result of the 5 October 1981 EXCOM meeting I
have decided to continue the Clandestine Technical Collection
(CTC) Panel for the coordination of selected clandestine
technical collection projects.
2. The following changes are made to the charter of the
CTC Panel (reference):
a. A member of the Planning Staff, OPP will be
included as an observer to the CTC Panel;
b. The CTC Panel will report to the Executive
Committee semiannually beginning in April 1982.

3. The project threshold for CTC Panel review
will be continue in addition, the Comptroller should
identify to the CTC Panel lesser efforts which, in his judg-
ment, have the potential to exceed this threshold in out-year
costs and otherwise meet the coordination and political
sensitivity criteria for CTC Panel review.
