MEMORANDUM FOR: Interdirectorate Planning Group
FROM: R. E. Michener, Chairman
SUBJECT: Phase II Planning Schedule
1. Two meetings of the Executive Committee have been scheduled to hear
presentations on Phase Ti of the long-range planning process. The first meeting,
scheduled for Thursday, 15 April, will cover the intelligence targets. The second
meeting, scheduled for Thursday, 22 April, will cover counterintelligence and covert
action. Each of these sessions is expected to take about one-hour (1/2 hour each on CI
and CA). The Phase II Intelligence Target Goals and Objectives papers should be in the .
hands of the Planning Staff by Monday, 5 April; and the CI and CA papers should be in
our hands by Monday, 12 April so they can be submitted to EXCOM members with the
Agenda a week before the meeting. The Executive Director expects that these one-hour
sessions will cover the significant findings and changes in priorities that emerged from
this process.
2. In order to help you prepare your principals for the EXCOM meetings (for this
and future phases), we are arranging for the team chiefs to make short informational
briefings on their papers to the IPG. The first of these meetings will be on Thursday,
8 April at 2:00 PM in the DCI Conference Room.
