SUBJECT: Status Report for the Executive Director
REFERENCE: Memo for D/S from DDA, dated 9 February 1982,
same subject (DDA 82-0349/1)
1. Reference is made to your memorandum of 9 February
1982, which requested a status report for the Executive
Director concerning the polygraph program. It was specifically
mentioned that we should cover current developments, steps
being taken for improvement, and the future prognosis for
the polygraph effort.
2. In September 1981, the Office of Security was faced
with an ever-expanding polygraph workload, particularly in
the staff applicant category, and recognized that additional
resources would be'required. It was at that time that the
Polygraph Branch was upgraded to Division status; a strong
senior manager was assigned to the unit; and an organizational
structure was develo ed calling for an expansion m an
authorized strength lexaminers to a total such
officers.
At he present time, the Polygraph Division has
Ion the line handling tests. Two additional
trained polygraphers have completed processing and are
entering on duty with the Agency as of 16 February 1982.
A third polygrapher has been favorably assessed and is
currently being investigated in the field. Two other trained
non-CIA examiners are scheduled for assessment interviews
within the next ten days. In addition to this, four Office
of Security professionals have just commenced a six-month
training course at the Reid Institute in Chicago.
4. Every possible effort has been made to improve
efficiency and to ensure that maximum production is attained,
without sacrificing quality. There is much closer coordination

with Clearance Division to ensure that polygraph tests are
cancelled when field investigations develop disqualifying
6. The single most critical problem in connection with
the polygraph program relates to the space issue. The
acquisition of additional polygraphers is not feasible until
an arleminte number of examination rooms becomes avai'able_
It is strongly felt that Polygraph Division space should e
contiguous and that, with all due appreciation for the
inevitable disruptions caused, we should be permitted to
acquire the adjacent space currently devoted to public affairs
activities. That space, together with the acquisition of
several rooms in the Badge Office, would permit orderly and
sensible expansion, covering the space needs for the increased
supervisory and clerical personnel essential to an operation
of this importance.
7. In terms of Polygraph Division space, the present
setup is inadequate and inefficient. We would most certainly
welcome the opportunity to have the Executive Director visit
the area and make his own assessment as to the magnitude of
the problem.
