At your request we have reviewedi report on the resource needs for technology transfer. Our data base does not permit us to independently confirm the workyears and funds ascribed to this function. However, it is clear that the urge to increase the effort in FY 1983 can, at this stage, only be met by one of two courses: (1) reprogramming, (2) a budget supplemental. The likelihood that we will have an opportunity to pursue the second course is very slight. Also, a supplemental is only likely to bring relief in the late Summer of 1984. Therefore, if the DCI places high priority on improving Community performance in FY 1983, then reprogramming is the only high assurance route to take.Mean hile, we can look at FY 1984 to budget additional resources if needed. 2. From .a resource management standpoint, a review of the Summary Report on Technology Transfer suggests that one additional step would be useful in deciding to allocate scarce resources (e.g., FY 1983 reprogramming). I recommend the TTIC be asked to give priority for the areas where improvement is needed (pp 25-26 of the Summary Report), taking into account the priority of Soviet acquisition of key technology (p 15, Summary Report) which would help analysts, collectors, and resource managers know where to begin to attack a rather large and diverse leakage problem (as illustrated by Table 2, Summary Report). Absent such a sense of priorities, I am fearful we will be unable to intelligently focus our existing and foreseeable capabilities in a productive way.
