The attached report was recently issued by the National Academy of Sciences' Panel on Scientific Communication and National Security. At the request of the then DDCI, Admiral Inman, the Technology Transfer Intelligence Committee (TTIC) was assigned the task of representing the Intelligence Community in the NAS study. The Panel was provided a number of intelligence briefings and received considerable support from the Intelligence Community, particularly from the Technology Transfer Intelligence Committee and its Subcommittee on Exchanges (COMEX). 2. While we would not agree with all of the Panel's conclusions and recommendations, they certainly will be central to the Government-University dialogue over the next year or two, and they also are bound to impact on how TTIC/COMEX does business. A number of follow-on activities already have been scheduled or at least are being planned. For example, the Panel report was presented on 7 October to the Wilson Working Group of the Defense-AAU (DeLauer-Kennedy) Forum and it will be presented to the Forum itself later this month. A review by the NSC also has been indicated, and there is some information suggesting that one or more Congressional Committees may hold hearings based upon the Panel report. 3.
