Action. You are cordially invited to present the keynote address at the Third World Intelligence Seminar which is being sponsored by the Intelligence Producers Council this Fall. If you agree, the address will occur on 21 October 1982 from 0900-0930. 2. Background. The Intelligence Producers Council is organizing a seminar on the Third j1'orld to convene at the Department of State in two sessions, 21-22 October and 18-19 November. Seminar members will be assigned to four geographic panels, each consisting of about 12 senior people from the Departments of State and Conmerce, the National Security Council, the military services, intelligence collection agencies, the academic world, and intelligence production agencies. Draft agendas are attached for ,your use. 3. Recormiendation. It is recommended that you provide the keynote address if your schedule permits.
