SUBJECT: Support for the Intelligence Producers Council
1. The Intelligence Producers Council (IPC) was established
on the premise that the intelligence producers, collectively,
have an important and necessary role to fill in advising the DCI
on NFIP matters touching on the quality of intelligence. This
can best be accomplished through a formal interagency body
involving only producers. There is also a real benefit to be
gained by having senior intelligence production managers meet
from time to time to discuss among themselves issues pertinent to
the intelligence process. The IPC has-made a useful start in the
few months since it was established, and its value will grow as
time goes on.
2. A small group is being formed to support the activities
of the IPC. This should be staffed with representatives of the
IPC members (DIA, INR, NSA, and DDI), assigned on permanent
detail for at least one year. The DDI is providing
administrative support, office space, one officer, one secretary,
and (for now) the chief of this staff. If the other agencies
will each contribute one experienced officer, GS-14 or GS-15,
effective interagency staff support will be provided to the IPC,
which cannot itself carry out the many varied tasks within its
purview.
3. INR should be a full participant in these activities.
