I am enclosing a preliminary report on the recently completed
Lessons-Learned Seminar, which was highly successful. I believe
that the results will be long lasting and extremely beneficial to
the U.S. Government. The videotapes are being edited and will be
ready soon.
We must keep in mind those special planning lessons learned
so that present and future poliicymakers and planners will have a
foundation upon which to build. This subject is of the utmost
importance to the United States and, therefore, I am taking steps
to establish an annual seminar of our top-level planners and op-
erators to review the principal relevant activities of the pre-
ceding year and to view creatively plans and objectives for the
next year.
