Attached for your signature are letters of appreciation forwarding a pre-
liminary report on the recently-completed Lessons Learned Seminar to Judge Clark;
Generals Jones, Vqsev. and iilwell; and Andrew Marshall. A special letter
of appreciation to for his work in organizing the seminar is also
included.
Based on the event`s success, the letters report a decision to establish
an annual seminar of our top-level planners and operators to review the prin-
cipal relevant activities of the preceeding year and to view creatively plans
and objectives for the next year. Defense has advocated this and we believe
it can be very beneficial.
A finished short videotape of the seminar will be available later this
summer for briefings to National Security Council principals.
