MEMORANDUM FOR: Deputy Director of Central Intelligence
1. I called this morning to offer his services _
as an intermediary to'enlist the cooperation of the scientific
community in the technology drain area. He is a member of the
National Research Council of the Academy of Science and believes
that the Council would be helpful as an arena in which rational
discussion of this problem could take place. He feels that the
impact of your talks to the Association for the Advancement of
Science will be quite. negative.
2. This arrangement would, of course, be comparable to the
one which-you had negotiated with the National Science Foundation
last year and it may be that intervention would serve no
useful purpose.
3. He wants to see the Director on Tuesday-or Wednesday
and might raise this subject with him.
