SUBJECT ' DDI
Lionel Olmer's request regarding a review of the
Militarily Critical Technologies List (MCTL) covers
extremely complex problems which could tie down large
amounts of analytic and external contract resources.
The MCTL covers seventeen broad technological categories
which the DOD assesses to be critical to US military
capabilities and of significant value to potential
adversaries.

Dear Lionel:
We have received your request of 15 March concerning
assessments of foreign availability of items on the Militarily
Critical Technologies List (MCTL) and the impact of transfers
of these technologies on the relative state of technology in
COCOM countries. Given the length and complexity of the MCTL,
this task could consume a very large amount of CIA's scarce
analytical resources and may not be satisfied by CIA or even
by the Intelligence Community as a whole. 0
In order to clarify and to better size the scope of your
request, I will ask members of my Technology Transfer Assess-
ment Center to meet with counterparts in your Office of Export
Administration to consider how to best approach these tasks.
Their deliberations should provide a more detailed treatment
of the key elements required for the assessments, possible
innovative approaches, and the resources needed to perform
them. 0
I expect this review can be accomplished within a few
weeks, after which I can assess the extent to which we can
assist you in this important endeavor. 0
