2. (U) Your approval and adaptation of these guidelines
in DCID 6/2 and the Signals Intelligence Security Regulations
would ensure effective and responsive SIGINT Support to the FMS
Program. We provided the proposed guidelines to the Deputy Under
Secretary of Defense for Policy and he has endorsed them.
