This note passes on some correspondence and asks for some joint
assistance.
The Deputy Director received the attached memorandum and enclosure
recently. On the surface, the issue appears to relate to collection.
A deeper reading of the JCS memorandum to DIA, however, reveals that
production appears to be included as well (see para 3).
As a result, I believe that the ICS should take the lead in
producing a memorandum back to Director, DIA, which addresses the
totality of his request. In my view, such a memorandum should be
the outcome of a joint ICS/DDI review. In this case, the DDI's
participation should be for both CIA, and for the Community's,
production efforts. From my perspective, the DIA/JCS correspondence
addresses collection in the broad sense -- not just Sigint -- and
production in a similar way -- not just the annual version of NIE 11-3/8..
Some obvious issues, to be addressed in this review, come to mind:
what requirements exist? who is working against which ones? what is
being reported -- as basic information and as finished assessments?
to whom? and what can we do better (if anything)?
The time line fcr completion is unknown, but I trust this can be
done by the beginning
of Aoril.
An interim answer may be useful. The
DIA point-of-contact,
might be able to give some insight

to this point.
If there is anything I may do to assist you, such as answer questions
or offer suggestions, please let me know. If this request appears ready
to turn into a gigantic, or intractable problem -- as I hope it will not --
please let me know. I would be grateful for some verbal status reports,
as appropriate, from the team doing the work.
