MEMORANDUM FOR DIRECTOR, DEFENSE INTELLIGENCE AGENCY
Subject: Soviet C3 Systems Data (U)
1. (S) By DJSM 1508-81, Strategic C3 Connectivity, 11 August
1981, the Director, C3S, OJCS, was requested to prepare a
briefing on the impact of US strategic nuclear attacks on
Soviet C3 connectivity. DIA and JSTPS provided the necessary
support for this task.
2. (S) The initial assessment for this task has been completed
with assistance from the staff of the Assistant Vice Director
for Research., DIA. The study group found that there are four
areas which warrant priority for intelligence exploitation
which would improve our capability to assess the vulnerability
of Soviet strategic C3. They are:
o Alternate communications routing
m Wartime locations of mobile command posts and signal units
as Technical characteristics of strategic communications
systems (location, equipment at nodes, homing, frequency,
power, modulation, gain, bandwidth, types of transmissions,
processing times)
o EMP vulnerability of Soviet installations and C3 equipment
3. (U) NSA and CIA may be able to assist in this effort. It
would be helpful if you could give priority to exploring these
areas and provide an interface with NSA and CIA to determine
what they may have. LGen Dickinson and Mr. J.S. Toma of the
C3S Directorate can furnish details as needed.

SUBJECT: Soviet Command, Control, and Communications (C3) (U)
1. (S) The Joint Staff recently expressed a requirement for information
sufficient to assess the vulnerability of Soviet C3 (enclosure). The re-
quirement is for information for which there are long-standing intelligence
requirements. However, collection has been very sparse and incomplete. It
is requested that there be additional emphasis on collection against these
key Soviet C3 subjects.

staff contact Mr. Gordon Negus, Assistant Vice Director for Research.
