MEMORANDUM FOR: DDI
FROM : Deputy Executive Secretary
SUBJECT : NODIS Cables
1. Recently several office directors and division cn et witnin the
DI have complained about the lack of NODIS cable traffic f State. A
check of the NODIS log since 1 October shows that the Agency received 96'
cables; 3 in October, 27 in November, 31 in December, and 6 so far in
January. However, mosT`of the cables dealt with the Middle-East with a
couple focusing on Latin America, South Korea, and Europe, and1 as you can
see from the attached NODIS log sheetsJthere were no NODIS cables pertaining
to the US/PRC/Taiwan arms debate and there were only one or two cables
dealing with the Polish situation. (C)
2. I have been told by Latin American and East Asian analysts that
they know from their own sources that the State Department has received many
NODIS cables which they have not forwarded to the Agency. In cases where
analysts within the DDI can provide cable numbers, the Executive Secretariat
will order the cables from State, which usually will send them. The Executive
Secretariat is reluctant to request NODIS by subject only because it appears
we are on a fishing expedition and allows State to deny the existence of the
cable. (C)
